Concepts: Development & Evaluation

Concept Development

  • Design Concepts developed for potential improvements for this project are presented today. Each concept may be considered on its own or in combination with other concepts.

  • The project team’s next step is to use feedback from the public and additional data to refine the concepts to develop a Preferred Preliminary Design by spring 2026.

  • A No Build Alternative is required in all stages of the environmental review process and maintains the existing roadway network, without the proposed project. It serves as the baseline to which other concepts are compared.

Evaluation Criteria

Evaluation criteria measure the performance of concepts to guide decisions about which option(s) should move forward. Concepts will be screened using the following criteria utilizing the project Purpose & Need:

  • Improve mobility of local, regional, and north-south intrastate travel and commerce for traffic through and around the downtown core of McCall

  • Reduce travel time in and around McCall

  • Improve safety for all modes of travel by reducing conflict points between vehicles and pedestrians

  • Consider costs and right of way acquisitions, which influence constructability and project prioritization

Potential Evaluation Outcomes​

Recommend Eliminating. Concepts that do not meet Purpose & Need or have a fatal flaw - an impact or combination of impacts that prohibit a concept from being built - will be eliminated.

Recommend Advancing. Concepts that meet the Purpose & Need will be studied further in the next project phases.

Under Consideration. A few concepts are currently under review by the Federal Aviation Administration (FAA) and will be considered by the project team once that review is complete.
